From salvage certificate to revived salvage: the path
In California, a vehicle that has been declared a total loss gets a salvage certificate instead of a regular title. To drive it legally again, it has to be repaired, inspected and registered as a revived salvage vehicle. The title will show that history permanently. The usual path looks like this:
- Salvage certificate. The vehicle is recorded as salvage. If you don't have the salvage certificate, an Application for Salvage Certificate or Nonrepairable Vehicle Certificate (REG 488C) is used.
- Repairs. The vehicle is repaired. Keep the receipts and bills of sale for the parts used, especially major parts.
- Vehicle Safety Systems Inspection (VSSI). The repaired vehicle needs a VSSI certificate from a Bureau of Automotive Repair (BAR) licensed station. It replaced the old separate brake and lamp certificates, which some older DMV paperwork still mentions. Depending on the vehicle, other certificates may be needed, such as a smog certification or a weight certificate for a pickup or truck.
- Vehicle verification. The vehicle identification number is inspected by the DMV or the California Highway Patrol. The CHP inspection is by appointment.
- Application and registration. An Application for Title or Registration (REG 343) is submitted with the certificates, proof of ownership and fees, and the vehicle is registered as revived salvage.
Every salvage vehicle is a little different. We handle the paperwork, tell you which inspections your vehicle needs and in what order, and check that everything is complete before it's submitted. Depending on your vehicle, some steps have to be completed with the DMV or CHP directly, so we don't promise same-day plates for salvage vehicles.
What to bring

- The salvage certificate, or the title and any insurance total-loss paperwork if the certificate hasn't been issued
- Proof of how you got the vehicle, such as a bill of sale or auction paperwork
- Receipts or bills of sale for the parts used in the repair, especially major parts
- Any safety inspection (VSSI), smog or other inspection certificates you already have
- Any letters or forms the DMV or CHP has sent you about the vehicle
- Your driver's license or ID, and proof of insurance

Common mistakes that delay a salvage title
Salvage vehicles have more steps than any other transaction, so small gaps cost the most time.
Throwing away parts receipts
Receipts and bills of sale for the parts, especially major parts, may be needed to show where they came from. Keep every one, including for used parts.
Inspections in the wrong order
Getting a certificate before repairs are finished, or before a problem is fixed, can mean paying for the inspection twice. Ask us for the order before you book inspections.
A missing salvage certificate
If the salvage certificate was never issued or was lost, that has to be fixed first with a REG 488C. Tell us early so it doesn't hold up the rest.
Driving it before it's registered
A salvage vehicle can't be registered for the road until the process is complete. Don't plan on driving it to inspections without checking what's allowed.
