Live Scan and ink card fingerprinting
Most fingerprint background checks in California start when an employer, licensing board or other agency gives you a form and asks you to get fingerprinted. We take your prints and send them where they need to go. Registration Leaders is a private business, not the California Department of Justice (DOJ), the FBI or any other government agency.
Live Scan (digital)
Live Scan captures your fingerprints electronically and transmits them to the California DOJ, and to the FBI when the request calls for a federal check. It is used for employment, professional licensing, certification and volunteer positions. You bring the Request for Live Scan Service form (BCIA 8016) from the agency that asked for your prints, and we give you a copy with your transaction number (ATI) when the session is done.
Ink fingerprint cards (FD-258)
Some agencies still want prints on paper. The FD-258 card is commonly used for licensing or employment with agencies outside California, for requesting your own FBI record (Identity History Summary), and for some immigration and other purposes. Follow the instructions from the agency you are applying to, and we roll the cards for you to send in.

Fingerprinting for employers, hiring agencies and schools
When you are onboarding a group, sending every applicant off to find a Live Scan site slows hiring down. We can bring the fingerprinting to you, or set aside time at our office for your whole batch. Ask about group scheduling.
Mobile sessions on site
We come to your office, school, facility or job site anywhere in our service area and fingerprint your group there, so nobody has to leave work or class. Availability depends on location and schedule, so call to arrange.

Tip for employers: check your forms before the session
The agency section of each BCIA 8016 form, including your ORI, application type, job title and level of service, has to be right before anyone is fingerprinted. According to the California DOJ, a mismatch between the application type and the title can get a transaction rejected, and if the FBI box is not checked when an FBI check is allowed, you will not receive an FBI response. If your agency has a DOJ billing number, put it on the form; otherwise applicants should be ready to pay the government fees at the session.

Bring your form and ID
Bring the BCIA 8016 form or card instructions from the requesting agency and a valid photo ID. We check your ID and the form before we start.
Get fingerprinted
For Live Scan, your prints are sent electronically and you leave with your copy of the form showing your ATI number. For ink cards, you leave with your completed cards to send to the agency.
What to bring
If an agency gave you specific instructions, follow those. In general, bring:
- The Request for Live Scan Service form (BCIA 8016) from the requesting agency or employer, with the agency section filled out
- A valid, unexpired government-issued photo ID, such as a driver's license, state ID card or passport
- For ink cards: any FD-258 cards, forms or instructions the agency sent you
- Any applicant number or reference number the agency gave you
- For a resubmission after rejected prints: the original form with your ATI number
Common mistakes that cause delays
Most fingerprinting problems start with the paperwork, not the prints.
Wrong ORI or form fields
The ORI identifies the agency that receives your results. A wrong ORI, application type, mail code or unchecked level of service can send results to the wrong place or get the transaction rejected. Use the form the agency gave you rather than a blank one from the internet.
Expired or missing ID
We cannot fingerprint you without valid identification. Check the expiration date on your ID before your appointment.
Wrong card type
Getting Live Scan when the agency wanted FD-258 ink cards, or the other way around, means doing it twice. Confirm which one the agency accepts before you come in.
Losing the ATI number
Keep your copy of the Live Scan form. If your prints are ever rejected and need to be taken again, the agency will ask for the original ATI number.
Fees and results
Fingerprinting involves two kinds of fees. The DOJ and FBI processing fees are set by the government, not by us. Our service fee for taking your fingerprints is separate. Some requesting agencies have a DOJ billing number and are billed for the government fees directly. Call (916) 595-8128 and we'll go over what applies to you.
Live Scan results are sent by the DOJ directly to the agency that requested them, not to us, and in most cases not to you. How long that takes depends on the California DOJ and the FBI. If you have a question about your background check, contact the agency that asked for your fingerprints.
