Registration Leaders is a private vehicle registration counter in Citrus Heights, built around two things its founder, Hayder Kadhum, genuinely enjoys: paperwork done right and cars. Titles, renewals, salvage files and VIN verifications, checked line by line, seven days a week, walk-ins and appointments welcome.
Why Hayder Kadhum opened it.
Studies in law, a habit of reading every line, and a lifelong thing for cars.
Hayder Kadhum graduated from Sacramento State (California State University, Sacramento) with a Bachelor's degree in Criminal Justice and Pre-Law. His first years of work were spent handling paperwork for law firms on large civil and criminal cases, where he learned the lesson the counter still runs on: a file is only as good as its details. A missed signature, a wrong date or an incomplete form is never a small thing, because someone else pays for it later.
Hayder is on the path toward law school and a legal career, and Registration Leaders is where those studies meet the thing he likes most: cars, titles and the California Vehicle Code. He brings deep working knowledge of the Vehicle Code as it applies to registration, titling and transfers, and he applies the same discipline from large law-firm cases to every title transfer, renewal and salvage file that crosses the counter.
That is the whole idea behind the business. Most people dread vehicle paperwork; Hayder enjoys it, and he enjoys the cars it belongs to. So he built a private counter in Citrus Heights where that work is done carefully, explained plainly and finished in one visit.

Our work is audited weekly and held to a strict accuracy standard, so your paperwork is done right the first time. A rejected transaction means a second trip, and we treat that as a failure on our side.
Seven days, evenings included
We are open Monday to Friday, 10am to 9pm, Saturday, 10am to 4pm, and Sunday, 12pm to 4pm. A $15 convenience fee applies to weekend service and any service after 5pm. Walk-ins and appointments welcome, and we recommend calling (916) 595-8128 first. DMV field offices are closed on weekends and generally close at 5pm on weekdays, so we are open when most people are actually free.

Registration Leaders LLC was founded by Hayder Kadhum in Citrus Heights, California. Our sister dealerships, Trusted Quality Auto Sales (same address) and Babel Auto (2308 Harvard St, Sacramento), are operated under the same ownership.
Is Registration Leaders a law firm?
No. Hayder studied Criminal Justice and Pre-Law and is pursuing a legal career, but Registration Leaders is a vehicle registration service, not a law firm, and does not give legal advice. We can refer you to an attorney for free.
