Pricing & fees

7 questions

How much does it cost?

Our service fee plus DMV fees. For example, registration renewal is $55 + DMV fees and title transfer is $65 + DMV fees. DMV fees vary by vehicle and are paid in addition to our service fee, and sales tax is collected on our service fees. Try the instant quote or see the full price list.

Why is there a service fee?

Our service fee pays for the work we do for you: checking every document before anything is submitted, processing the transaction at our counter through the DMV Business Partner Automation program, and saving you a trip to a DMV office. Our work is audited weekly and held to a strict accuracy standard, so your paperwork is done right the first time. Registration Leaders is a private business, not the DMV or any government agency. Sales tax is collected on our service fees.

Are DMV fees included in your prices?

No. The prices on this page are our service fees only. DMV fees vary by vehicle and are paid in addition to our service fee, and sales tax is collected on the service fee. We can tell you what the DMV fees for your transaction will be before you pay, so there are no surprises at the counter.

Is there a fee for weekend or evening service (the $15 convenience fee)?

Yes. A $15 convenience fee applies to all weekend service (Saturday and Sunday) and to any service after 5pm on weekdays. It is added to the service fee, and it applies to walk-ins and appointments alike. DMV fees are separate, and sales tax is collected on our service fees. Ask when you book or call (916) 595-8128.

Do walk-ins pay more than appointments?

No. Our service fee is the same whether you walk in or book ahead. The $15 convenience fee applies to walk-ins and appointments alike, and only for weekend service or weekday service after 5pm. During weekday hours before 5pm, nothing extra is added.

Do you collect sales tax on your fees?

Yes. Sales tax is collected on our service fees. DMV fees are separate and vary by vehicle, and they are paid in addition to our service fee. We tell you what the DMV fees for your transaction will be before you pay, so you know the full total at the counter.

What does the DMV take-in service include?

Some paperwork has to be handled at a DMV office. With our DMV take-in service, we take your paperwork to the DMV and handle it for you, acting as your power of attorney, so you do not have to go or wait in line yourself. The service fee is $225 + DMV fees. Call (916) 595-8128 and we explain what you need to sign and bring.

03Topic

Title transfers

12 questions

How long do I have to transfer a title in California?

The buyer should report the change of ownership to the DMV within 10 days of the sale. The seller should file a Notice of Transfer and Release of Liability within 5 days. Book as soon as the sale is done so you stay inside those windows. Waiting longer can mean DMV penalties, and we can usually finish the transfer in one visit.

What do I need for a title transfer?

Usually the California title signed by the seller and buyer, the odometer reading, a smog certificate if required, proof of insurance and your ID. The buyer has 10 days to report the transfer, so it helps to come in soon after the sale. You can upload photos when you book so we can check your documents first, and a vehicle history report is part of every transfer we process.

Who is responsible for the smog check when a car is sold?

In most private sales the seller provides the buyer with a smog certificate from the last 90 days. Vehicles four model years old or newer do not need the inspection; the new owner pays a smog transfer fee instead. Some immediate family transfers are exempt. If you are unsure, call (916) 595-8128 with the vehicle's year and we tell you what applies.

Can you transfer a title if the pink slip is lost?

Often, yes. The registered owner can apply for a replacement title, and in many cases the replacement and the transfer can be handled together using the Application for Replacement or Transfer of Title (REG 227). Call us with the plate number and VIN and we tell you what the owner needs to bring. Read our lost title guide for the full steps.

How do I transfer a car to a family member?

Bring the signed title, ID for both people, and proof of insurance for the new owner. Family and gift transfers usually need a Statement of Facts (REG 256), which we can help you complete, and many family transfers do not need a smog check. If the owner has passed away, other forms may apply, so call (916) 595-8128 and we guide you through the right ones.

Can you help transfer my late parent's car to me?

Yes. Bring the title and a death certificate, and we review what the transfer requires. The DMV lets an heir transfer many vehicles with an Affidavit for Transfer Without Probate (REG 5), within its value limits. Our title transfer fee is $65 + DMV fees, and we walk you through each document so you only make one trip.

What is a release of liability and who files it?

When you sell a vehicle, the seller reports the sale to the DMV with a Notice of Transfer and Release of Liability (REG 138), within 5 days of the sale. It is what protects you, because it tells the DMV you no longer own the car, so you are not responsible for the buyer's tickets, tolls or accidents. If you are not sure how to file it, call (916) 595-8128 and we can help you complete it correctly.

Is a vehicle history report required for a title transfer?

A vehicle history report is required for every title transfer we process. It is part of the DMV protocol we follow as a DMV business partner and it protects you: the report flags title brands, liens, odometer rollbacks and theft records before anything is filed. We pull the report for you when you book — ask us about it. You do not need to find or buy one yourself: bring the VIN or plate number and we take care of the report when we process the transfer. If the report shows a title brand, a lien or an odometer problem, we explain what it means and what to do next before anything is submitted.

What is a Statement of Facts (REG 256)?

It is a DMV form used to explain a situation the title or the DMV record does not show on its own, and it is most often part of family and gift transfers. It is filled out and signed, and we can help you complete it so it is accepted the first time. Bring both parties' IDs and whatever paperwork you have, and we tell you whether your transfer needs it.

What is a no-title transfer?

A no-title transfer is a transfer of ownership when the title is lost, was never received or is otherwise not available. It involves extra paperwork, such as a replacement or a Statement of Facts, so it takes more care than a standard transfer. Our service fee is $90 + DMV fees. Call (916) 595-8128 with the plate number and VIN and we tell you what to bring.

How much does a title transfer cost?

Our service fee for a title transfer is $65 + DMV fees. An out-of-state transfer is $80 + DMV fees, and a no-title transfer (when the title is lost or not available) is $90 + DMV fees. DMV fees vary by vehicle and are paid in addition to our service fee, and sales tax is collected on the service fee. Call (916) 595-8128 and we go over what applies to you. Registration Leaders is a private business, not the DMV. See all prices on our pricing page.

What do I bring to register a car from another state?

Bring the out-of-state title or registration, your ID, proof of California insurance, and a California smog certificate if the vehicle needs one. The vehicle also needs a VIN verification, which we can do at our office or where it is parked. Our out-of-state transfer fee is $80 + DMV fees, and DMV fees vary by vehicle.

04Topic

Renewals

9 questions

Can you renew an expired registration?

Yes. Bring your renewal notice or your plate number and VIN, plus proof of insurance and any smog certification the vehicle needs. The DMV adds its own late fees to an expired registration, and we show you the full total before you pay. Renewing sooner keeps the late fees from growing, so it is worth coming in as soon as you notice the date has passed.

What do I bring for a registration renewal?

Bring your renewal notice if you have it, or just your license plate number and VIN, plus proof of insurance and your photo ID. If your notice says a smog certification is required, have the passing result on file or bring the certificate. Our fee is $55 + DMV fees, and if you lost the notice we can look up the vehicle for you.

How do I know if I need a smog check to renew?

Your renewal notice states whether a smog certification is required for this renewal. In Sacramento County, most gasoline vehicles need a smog check every two years, which works out to every other renewal, while gasoline vehicles less than eight model years old pay a smog abatement fee instead and electric vehicles are exempt. If you are unsure, call (916) 595-8128 with your plate number and we will look it up. We can also point you to smog stations we recommend.

I lost my renewal notice. Can I still renew?

Yes, the notice is helpful but not required. We can look up the vehicle with your license plate number and VIN, so bring your photo ID and proof of insurance. Once we pull up the record we confirm what is due, including any smog requirement or late fees, before anything is filed. Walk-ins and appointments are both welcome, and calling (916) 595-8128 first helps us have everything ready.

How much does a registration renewal cost?

Our service fee for a registration renewal is $55 + DMV fees. DMV fees vary by vehicle and are paid in addition to our service fee, and sales tax is collected on the service fee. If your registration is expired, the DMV adds its own late fees, and we show you the total before you pay. A $15 convenience fee applies to weekend service and weekday service after 5pm, and you can see everything on our pricing page.

Is there a grace period for California registration?

No. The DMV says it does not offer a grace period for paying annual registration fees, and it charges penalties if you do not pay on or before the expiration date on your registration card. That means renewing even a day late can add cost. If you have already missed the date, renew as soon as possible; we handle renewals for $55 + DMV fees and show you the total before you pay.

Will I leave with my sticker the same day?

In many cases, yes. Once the renewal goes through we print the registration card and sticker at our counter, so most renewals are finished in a single visit. If something on the vehicle record blocks the renewal, such as a missing smog result or unpaid parking tickets, we tell you exactly what must be cleared first and what to bring back. Our fee is $55 + DMV fees, and walk-ins and appointments are both welcome.

Can you issue a temporary operating permit or moving permit?

In many cases, yes. As a DMV Business Partner we can handle temporary operating permits (moving permits) so a vehicle can be driven legally while its registration or transfer is being completed, for example after the fees are paid but before the plates or sticker arrive. Not every situation qualifies, so tell us about the vehicle when you book and we will confirm. Permits are quoted individually, and DMV fees are separate.

I just moved. Do I need to update my address for my registration?

Yes. California asks you to report a change of address to the DMV within 10 days of moving. You can do that on dmv.ca.gov, and when you renew with us we can check that the address on your registration is current. Keeping it up to date matters because renewal notices are mailed to the address on file.

VIN verification

6 questions

What is a VIN verification?

A VIN verification is a physical inspection of a vehicle's identification number and other identifying details, recorded on the California Verification of Vehicle form (REG 31). The DMV asks for one in certain situations before a vehicle can be registered or titled, because it confirms the car in front of the inspector matches the paperwork. We perform it at our Citrus Heights office or at your location, and it is quick when the vehicle and its paperwork are on hand.

Does my vehicle need a VIN verification?

Common reasons include a vehicle last registered in another state, a salvage or revived salvage vehicle, a vehicle with missing or incomplete DMV records, and some title issues. The requirement depends on your vehicle's history, so the simplest way to know is to ask. Call (916) 595-8128 with the details and we will confirm whether you need one before you spend time on a visit.

Who can do a VIN verification in California?

The REG 31 form lists authorized DMV employees, trained peace officers including the CHP, authorized auto club employees, and California licensed vehicle verifiers. We perform verifications at our Citrus Heights office and at your location for $60 + DMV fees for an auto or $80 + DMV fees for a commercial vehicle. Mobile service costs extra depending on distance and time, quoted before we go.

What should I bring to a VIN verification?

Bring the vehicle itself, its registration or title paperwork if you have it, and a photo ID. The vehicle must be complete enough that the VIN, labels and odometer can be seen. Our fee is $60 + DMV fees for an auto and $80 + DMV fees for a commercial vehicle, and we can come to you for a quoted mobile charge.

Can you verify an RV, motorhome or trailer?

Yes. We verify cars, trucks and RVs, including motorhomes and trailers. For a large RV or a trailer that is hard to tow, a mobile visit where it is parked is usually the easiest option. Bring the registration or title paperwork you have and make sure the VIN plate is accessible, and we handle the rest.

How much does a VIN verification cost?

Our service fee for a VIN verification is $60 + DMV fees for an auto and $80 + DMV fees for a commercial vehicle. Mobile service is available; the extra cost depends on distance and time of service, and we quote it before we go. DMV fees vary by vehicle and are paid in addition to our service fee, and sales tax is collected on the service fee. Registration Leaders is a private business, not the DMV, and you can see all prices on our pricing page.

Salvage

5 questions

What is the difference between a salvage title and a revived salvage title?

A salvage vehicle has been reported to the DMV as a total loss and cannot be registered for the road. A revived salvage vehicle is one that was reported as a total loss, then rebuilt and restored to operational condition, inspected and registered again. Once revived, the vehicle can be driven normally but the title carries the brand permanently. We handle both steps for $90 + DMV fees.

What inspections does a salvage vehicle need?

Usually a Vehicle Safety Systems Inspection (VSSI) certificate from a Bureau of Automotive Repair (BAR) licensed station, plus a VIN verification by the DMV or the California Highway Patrol. The VSSI replaced the old separate brake and lamp certificates. Some vehicles also need a smog certification or a weight certificate, so we confirm exactly what your vehicle needs when you book, before you pay for any inspection.

Can I get plates the same day on a salvage title?

Do not count on it. Salvage vehicles have more steps than other transactions, and some steps must be completed with the DMV or CHP directly. We handle the paperwork and guide you through each inspection so nothing is missed, and we tell you honestly what a realistic timeline looks like. Our service fee is $90 + DMV fees, and walk-ins and appointments are both welcome.

Can you recommend a repair shop for a salvage vehicle?

Yes. We refer salvage customers to trusted repair shops that understand what the inspections look for, and the referral is free. Repair costs are paid to the shop and are separate from our fee. Ask when you book or call (916) 595-8128, and tell us the make, model and kind of damage so we can point you to the right shop.

How much does a salvage title cost?

Our service fee for a salvage title transaction is $90 + DMV fees. DMV fees vary by vehicle and are paid in addition to our service fee, and sales tax is collected on the service fee. Repair costs and inspection station fees are separate and are paid to those businesses. Registration Leaders is a private business, not the DMV, and you can see all prices on our pricing page.

Fingerprinting

6 questions

What is the difference between Live Scan and ink fingerprint cards?

Live Scan captures fingerprints digitally and sends them electronically to the California DOJ, and to the FBI when requested. Ink cards, usually the FD-258, are paper cards that are mailed. The agency that asked for your fingerprints decides which one it accepts, so check its instructions before you book. We offer both at our Citrus Heights office, and mobile fingerprinting is available for groups.

What do I need to bring to be fingerprinted?

For Live Scan, bring the Request for Live Scan Service form (BCIA 8016) from the agency or employer that asked for your fingerprints, filled out, plus a valid, unexpired government-issued photo ID. For ink cards, bring the FD-258 cards or instructions from the agency you are applying to, if they supplied any, and the same photo ID. If you are unsure which form you need, ask the requesting agency or call us before you come in.

How long do fingerprint results take?

Results do not come to us. Live Scan results go directly to the requesting agency, and processing times depend on the California DOJ and the FBI rather than on us. Many people hear back within days, but it varies by agency and by whether the FBI is involved. The agency or employer that requested your fingerprints can tell you where your background check stands.

Can you fingerprint a group of employees at once?

Yes. Employers, hiring and staffing agencies, schools and other organizations can schedule a batch of applicants, at our office or on site. Evening and Saturday sessions are available, and our hours run Monday to Friday 10am to 9pm, Saturday 10am to 4pm and Sunday 12pm to 4pm. Ask about group scheduling when you call (916) 595-8128 so we can plan the time and the forms.

Do you offer mobile fingerprinting at our office or school?

Yes. We offer mobile fingerprinting at your office, school or job site anywhere in our service area, which is often the easiest way to fingerprint a group of new hires, staff or volunteers. Mobile service is quoted before we go, and the extra cost depends on distance and time of service. Availability depends on location and schedule, so call (916) 595-8128 to arrange a session.

How much does fingerprinting cost?

There are two parts: the government processing fees set by the California DOJ and the FBI, and our service fee, which is separate. Some agencies are billed directly for the government fees. We have not published a flat fee, so call (916) 595-8128 for a quote; we quote before any work, including any extra for mobile fingerprinting. Registration Leaders is a private business, not a government agency, and you can see our pricing page for other services.

08Topic

Mobile & pick-up

6 questions

Do you come to me?

Yes. Mobile VIN verification, fingerprinting for groups, and pick-up and drop-off are available around our service area. The extra cost depends on distance and time, and we quote before we go. Call (916) 595-8128 to arrange it, and tell us the address and what you need done.

Do you offer pick-up and drop-off?

Yes. We can pick up your paperwork and bring back the finished registration, stickers or plates, pick up deal jackets from dealer lots, and pick up a vehicle and bring it back for things like a smog check, inspection or VIN verification. The cost depends on distance and time and is quoted before we go. Availability depends on location and schedule, so call to arrange.

Which areas do you cover for pick-up and drop-off?

We serve Citrus Heights, Sacramento, Fair Oaks, Carmichael, Orangevale, Roseville, Antelope, North Highlands, Rancho Cordova, Folsom, Rocklin, Natomas, Rio Linda and Elk Grove. Our office is at 6381 Auburn Blvd, Ste A in Citrus Heights. If your address is on the edge of that list or outside it, call (916) 595-8128 and we will tell you whether we can reach you and what it would cost.

Do you come to apartment communities and RV owners?

Yes. We bring our mobile services to apartment communities, residential communities, senior living communities, RV parks, fleet companies and property owners, and we serve RV owners, including motorhomes and trailers. Mention how many people or vehicles are involved so we can plan one efficient visit. We confirm the time and quote the cost before we come.

Can you register an RV, motorhome or trailer?

Yes. We register and title motorhomes and trailers, handle PTI (permanent trailer identification) plates for trailers, and do mobile VIN verification for RVs last registered in another state where they are parked. Bring the title or registration and the VIN. Call (916) 595-8128 and tell us the type and weight of the trailer so we can confirm what it needs.

How much does pick-up and drop-off cost?

We have not published a flat price because the cost depends on distance and time of service, so call (916) 595-8128 for a quote. We quote before we go, so there are no surprises. Our service fee for the paperwork itself, for example $65 + DMV fees for a title transfer, is added to any DMV fees. Registration Leaders is a private business, not the DMV, and you can see all prices on our pricing page.

09Topic

Dealers & fleets

7 questions

Do you process the Report of Sale for dealers?

Yes. For wholesale and retail dealers we process the used-vehicle Report of Sale (REG 51): the application copy is submitted with the transfer documents and fees, and the dealer's notice of transfer goes to the DMV within the deadline, which is what releases you from liability for the sold vehicle. We keep your book copies organized for the DMV's retention period. If a report is incomplete, we flag it before it is filed rather than after it comes back.

How do I open a dealer account?

Call (916) 595-8128 or book an appointment and choose Dealership paperwork. We talk through your volume and the kinds of deals you do, then set up how you will drop off and pick up paperwork. Bring a copy of your dealer license when you first visit so we have your details on file.

Do you file the deal with the DMV for us, or do we still go in?

We file it. As a contracted DMV Business Partner Automation provider, we process the report of sale, transfer, title and registration for each unit at our counter and submit it to the DMV, so your staff do not stand in a DMV line. If a transaction needs something only a DMV field office can do, we tell you before you leave. You get back finished paperwork and a clear status on every unit.

Can your licensed salesperson handle deals for my dealership?

Yes. Our licensed vehicle salesperson can work deals for your dealership as an independent contractor, conducting sales and handling finance deals and cash deals. It helps when you are short-staffed, open late, or want deals closed and papered correctly. Credit decisions on finance deals stay with the lender, and we agree the terms with you before we start.

Do you handle commercial truck and trailer registration?

Yes. Commercial vehicles can involve weight fees, a declared gross vehicle weight and, for trailers, Permanent Trailer Identification. We confirm what each vehicle needs before any paperwork is submitted, so the right fees are paid the first time. Bring the current registration or title and the VIN for each unit.

Do you work with businesses that have only a few vehicles?

Yes. A contractor with three trucks and a trailer has the same paperwork problems as a larger fleet, just fewer of them. We can handle renewals, title transfers and trailer paperwork for a small group of vehicles at standard rates, such as $55 + DMV fees for a renewal. Call (916) 595-8128 and we talk through what you have.

How is billing handled for a business account?

Registration Leaders is a private business, not the DMV, and our service fee is added to DMV fees. Fleet accounts are quoted individually, so call (916) 595-8128 for a quote and ask about account billing; we quote before any work. Sales tax is collected on service fees, and you can see our standard prices on the pricing page.

Car buying

6 questions

How does your car buying help work?

Tell us the type of vehicle you want, your budget and your must-haves. We check Trusted Quality Auto Sales first, then Babel Auto, our second sister dealership, then our partner dealers. Our licensed vehicle salesperson helps you with the deal, and we handle the title and registration afterward so you do not need a separate trip to the DMV. Call (916) 595-8128 or book online to get started.

Why do you check Trusted Quality Auto Sales first?

Trusted Quality Auto Sales is our sister dealership, under the same ownership and at the same address, 6381 Auburn Blvd, Ste A, in Citrus Heights. When you buy there, the same team handles the sale and the paperwork, which keeps the process simple and the details consistent. We say this openly so you know the relationship, and you are always free to shop elsewhere.

Can you help with financing?

We can help you explore financing options through our dealer partners, or you can pay cash. Approval, rates and terms are decided by the lender, so we cannot promise them. We walk you through what the lender asks for, such as ID, proof of income and proof of insurance, so you arrive prepared. Call (916) 595-8128 if you want to talk through your options before visiting.

Can I trade in my current car?

Often, yes. Tell us about your trade-in when you call so we can plan the deal. If it works for your purchase, bring the title and registration, and we handle the title paperwork for that vehicle so it is signed and reported correctly. If there is a lien on the trade-in, bring your lender details so the payoff can be handled.

Do I have to go to the DMV after I buy?

Not for the title transfer and registration. Registration Leaders is a private business contracted through the DMV Business Partner Automation program, so we process that paperwork for you. Our fee for a title transfer is $65 + DMV fees, and a vehicle history report is part of every transfer we process. If a specific vehicle needs something extra, such as a smog certificate or a VIN verification, we tell you up front.

Is there a fee for car buying help?

We have not published a flat fee for car buying help, so call (916) 595-8128 and we will explain what applies to your purchase before you commit. For the title and registration, you pay DMV fees plus our service fee, for example $65 + DMV fees for a title transfer. Sales tax is collected on our service fees. Registration Leaders is a private business, not the DMV, and any price will be clear before you agree to it.

About us

8 questions

Are you the DMV?

No. Registration Leaders is a privately owned business contracted through the California DMV Business Partner Automation program. We are not the DMV or any government agency, and our service fees are added to DMV fees. We can process many common transactions, such as title transfers, registration renewals and VIN verifications, with evening and weekend hours and no long DMV line.

What is the DMV Business Partner Automation program?

It is the California DMV program that lets approved private businesses process certain vehicle registration and title transactions on the DMV's behalf. Registration Leaders is contracted through that program, which is why we can complete many transactions at our counter. We are still a private business, not the DMV, and our service fees are charged in addition to DMV fees.

Who owns Registration Leaders?

Is Registration Leaders a law firm?

No. Hayder studied Criminal Justice and Pre-Law and is pursuing a legal career, but Registration Leaders is a vehicle registration service, not a law firm, and does not give legal advice. If you have a legal question about a vehicle matter, we can refer you to an attorney for free. The referral is unpaid, and you are free to choose anyone you like.

Can you give legal advice or refer me to an attorney?

No. Registration Leaders is a vehicle registration service, not a law firm, and we do not give legal advice. If your situation needs a lawyer, such as a dispute over a sale or an estate question, we can refer you to an attorney for free. The referral is unpaid, and you are free to choose anyone you like.

What does "audited weekly" mean?

Every week we review the transactions we processed against the documents behind them and hold the work to a strict accuracy standard. The goal is simple: your paperwork is done right the first time, so you do not make a second trip. When a review finds a problem, we fix it and change how we work so it does not happen again.

Do you get paid for referring customers to the dealers and smog stations you list?

No. Trusted Quality Auto Sales and Babel Auto are our sister dealerships under the same ownership, which we say openly. The other dealers and the smog stations are businesses we know and recommend; we receive no payment for referrals, and you are free to use anyone you like. Our referrals are free and unpaid in both directions.

Ready to get it done?
