RV, motorhome and trailer registration in California: PTI, titles and VIN verification
Trailers use a different registration program from cars, and motorhomes follow yet another path. Here is how PTI works, what an out-of-state RV or trailer needs, and where weight fees come in.

The short answer
In California, trailers are registered under the Permanent Trailer Identification (PTI) program, motorhomes are registered every year like other motor vehicles, and trailer coaches and park trailers are registered annually outside PTI. A unit that was last registered in another state needs a VIN verification, and most also need a Statement of Facts for weight. The DMV does not treat motorhomes or trailer coaches as commercial vehicles.
Trailers and PTI
- What it covers. All trailers except park trailers and trailer coaches.
- What you get. A PTI card, and a PTI license plate or a PTI sticker for existing California plates.
- What it costs. A service fee at original registration and every five years afterward. The amount is on the DMV fee calculator and changes, so we do not list it.
- Every five years, you either pay the maintenance service fee or file Planned Non-Operation. See our PNO guide.
Motorhomes and trailer coaches
Motorhomes are registered every year and follow the regular renewal rules, including smog where it applies. The DMV says manufactured motorhomes are registered under the make and year model of the motorhome manufacturer and the VIN of the chassis. Motorhomes that do not exceed 45 feet in length or 8.5 feet in width may be registered. Trailer coaches are designed mainly for living and are registered annually, not in PTI.
Bringing an RV or trailer from another state
- Get a VIN verification (REG 31). It is done by a DMV employee, a law enforcement officer or a California licensed vehicle verifier. We verify motorhomes and trailers, at our office or where the unit is parked. See our VIN verification service.
- Gather the out-of-state documents: the last title, the last registration or renewal notice, and the signed Application for Title or Registration (REG 343).
- For a trailer, add a Statement of Facts (REG 256) with the estimated weight in Section G, and a PTI application (REG 4017) with side A completed to request a California title.
- For a motorhome, add a California smog certification if the vehicle needs one.
- Pay the fees and surrender the out-of-state plates, with the usual exceptions for expired plates or plates the other state requires back.
The 20-day deadline in our out-of-state registration page applies to RVs too.
Weight fees
The DMV says weight fees apply to commercial vehicles of 6,001 pounds or more, based on unladen weight, declared gross vehicle weight or combined gross vehicle weight, and that those above 10,000 pounds are assessed other fees instead. A declaration of weight on form REG 4008 applies to commercial vehicles. Motorhomes and trailer coaches are not classified as commercial vehicles. A trailer's unladen weight can be certified by the owner on the REG 256. Because your fees depend on your unit, we do not quote DMV amounts here.

RV or trailer verification, at your lot or ours
Registration Leaders is a private business contracted through the DMV Business Partner Automation program, not the DMV. We verify cars, trucks and RVs, including motorhomes and trailers, at our Citrus Heights office or where they are parked. A VIN verification is $60 + DMV fees for an auto and $80 + DMV fees for a commercial vehicle, and out-of-state transfers are $80 + DMV fees; mobile service costs extra depending on distance and time of service, quoted before we go. DMV fees vary by vehicle and are paid in addition to our service fee, and sales tax is collected on service fees. Walk-ins and appointments welcome; call (916) 595-8128 first, or book an appointment.
Frequently asked questions.
What is PTI for trailers in California?
PTI stands for Permanent Trailer Identification. The DMV registers all trailers under this program except park trailers and trailer coaches, which are registered annually. You pay a service fee when the trailer first enters the program and again every five years to maintain the record, and you receive a PTI card plus either a PTI license plate or a PTI sticker for existing California plates. A trailer owner can also file Planned Non-Operation at the five-year mark instead of paying the service fee if the trailer stays off public roads.
Does an out-of-state RV or trailer need a VIN verification?
Yes, a vehicle last registered in another state needs a Verification of Vehicle (REG 31), completed by a DMV employee, a law enforcement officer or a California licensed vehicle verifier. We verify cars, trucks and RVs, including motorhomes and trailers, and a mobile visit where the unit is parked is usually easiest for a large RV. Call (916) 595-8128 and we will confirm which VIN verification fee applies ($60 + DMV fees for an auto, $80 + DMV fees for a commercial vehicle) and quote any mobile cost before we go.
Do motorhomes need a smog check?
A motorhome is a motor vehicle, so the usual smog rules apply based on its fuel type and model year. Gasoline vehicles of model year 1975 and older are exempt, and diesel vehicles of 1997 and older and over 14,000 pounds GVWR are exempt. A trailer or trailer coach has no engine, so it does not need a smog check. Your renewal notice states whether a smog certificate is needed, and our smog check guide has the details.
Is an RV a commercial vehicle for weight fees?
No. The DMV states that house cars and motorhomes are not classified as commercial vehicles, and that trailer coaches are designed primarily for human habitation. Weight fees apply to commercial vehicles of 6,001 pounds or more based on unladen weight or declared gross vehicle weight, and the DMV assesses other fees on those above 10,000 pounds. Because your total depends on your vehicle, use the DMV fee calculator or ask us before you plan on a number.
What do I need to register a trailer I bought out of state?
The DMV lists the last out-of-state title and registration, a Statement of Facts (REG 256) with the estimated weight of the trailer, and a Permanent Trailer Identification application (REG 4017) with side A completed to request a California title. A weight certificate is not required for trailers, and the owner can certify the unladen weight on the REG 256. You will also need the VIN verification and your ID. Our out-of-state registration guide covers the rest.
Can you come to my RV park or storage lot?
Yes, for VIN verification, mobile service is available at RV parks, storage lots, homes and dealership lots in our service area. The extra cost depends on distance and time of service and is quoted before we go. For paperwork we process at our Citrus Heights counter, you can drop off the documents or use our pick-up and drop-off service. Registration Leaders is a private business, not the DMV.
